Rebuilding Urban America

Rebuilding Urban America is a priority for Save Urban America PAC, focusing on transforming abandoned residential properties to improve community safety, enhance property values, and boost local economies. Abandoned properties are more than just eyesores; they are magnets for illegal activity and contribute to the decline of neighborhoods. By addressing this issue head-on, we aim to revitalize urban areas, restore community pride, and create safer environments for families.

Abandoned residential properties significantly impact youth and property values. Living next to such properties can be depressing for youth, leading to a sense of neglect and hopelessness. Additionally, these properties decrease the school district’s tax base, limiting resources available for education and community services. The vast majority of abandoned residential properties are owned by county governments due to unpaid property taxes. This situation not only affects local economies but also hampers community development and growth.

To tackle this problem, Save Urban America proposes eliminating the clean energy tax credit and redirecting the $6 billion savings to create the Revitalize Urban America Tax Credit. This innovative tax credit provides a $20,000 transferable Federal income tax credit for individuals and businesses that take title to an abandoned residential property, rehabilitate or rebuild it, and sell it as a primary residence. This initiative aims to transform 1.2 million abandoned residential properties over four years, significantly improving urban landscapes and housing availability.

The Revitalize Urban America Tax Credit will prioritize properties owned by county governments willing to sell these properties at no cost. This prioritization ensures that the properties that have been vacant the longest and are most in need of rehabilitation are addressed first. Upon the sale of a rehabilitated property, the new owner will receive a $20,000 Federal income tax credit, valid for two years. This incentive encourages investment in urban areas, leading to economic revitalization and community improvement.

By focusing on these abandoned properties, we can create a ripple effect that revitalizes entire neighborhoods. The rehabilitated properties will enhance property values, reduce crime, and create a more attractive environment for families and businesses. This comprehensive approach not only addresses the immediate issue of abandoned properties but also fosters long-term community development and economic growth.

Key Points:

  • Impact on Youth and Property Values: Abandoned properties negatively affect youth and decrease property values and the school district tax base.
  • Ownership by County Governments: Most abandoned properties are owned by county governments due to unpaid property taxes.
  • Eliminate Clean Energy Tax Credit: Redirect $6 billion from the clean energy tax credit to the Revitalize Urban America Tax Credit.
  • Revitalize Urban America Tax Credit: Provide a $20,000 transferable Federal income tax credit for rehabilitating or rebuilding abandoned properties.
  • Prioritize County-Owned Properties: Focus on properties owned by county governments willing to sell at no cost and those vacant the longest.
  • Tax Credit Term: The $20,000 tax credit is valid for two years upon the sale of a rehabilitated property.
  • Transform 1.2 Million Properties: Aim to rehabilitate or rebuild 1.2 million residential properties over four years.
  • Community and Economic Impact: Improve property values, reduce crime, and foster economic growth through comprehensive urban revitalization.

Improving Educational Systems

Improving educational systems is essential for preparing the next generation to compete globally. Our current approach to education has not evolved with the rest of the world, failing to equip our children with the skills they need to succeed. We must shift our focus from merely surviving in a global economy to dominating it. This means increasing funding for urban schools to ensure equitable education opportunities, promoting STEM education and career readiness programs, and implementing educational reforms emphasizing critical thinking and innovation. By fostering partnerships with businesses and higher education institutions, we can create pathways for student success and raise a generation of thought leaders.

Increasing funding for urban schools is essential to ensure every child has access to quality education. We propose allocating additional resources to schools in urban areas to reduce class sizes, improve facilities, and provide students with the tools they need to succeed. Investing in education can create a strong foundation for future generations.

Promoting STEM (Science, Technology, Engineering, and Mathematics) education and career readiness programs is crucial for preparing students for future jobs. We propose increasing funding for STEM programs in urban schools and partnering with local businesses to provide internships, apprenticeships, and job training opportunities. This will ensure students have the skills they need to succeed in a rapidly changing economy.

Implementing educational reforms emphasizing critical thinking and innovation is essential for raising a generation of thought leaders. Promoting economic development and job creation is the final pillar of our plan. We can reduce unemployment and stimulate economic growth by encouraging businesses to invest in urban areas through tax incentives and grants, supporting entrepreneurship, and creating job training programs aligned with market needs. These efforts will make a robust and dynamic economy that benefits all residents and sets urban America on a path to sustained prosperity.

Encouraging businesses to invest in urban areas is essential for driving economic growth and job creation. We propose providing tax incentives and grants to businesses operating in urban areas. We can create job opportunities and stimulate local economies by attracting new businesses.

Creating a supportive environment for entrepreneurs can encourage new ideas and drive economic growth.

Federal Criminal Justice Grants for Unsolved Murders

Solving homicides is critical for justice and community trust. Save Urban America PAC proposes appropriating $650 million annually to the United States Department of Justice for Federal criminal justice grants. These grants, up to $100,000 each, will support law enforcement agencies in solving murders where no arrest has been made within 45 days. Funds can be used for forensic services, expert consultations, information rewards, or witness relocation, ensuring no stone is left unturned in pursuing justice.

This initiative addresses the growing number of unsolved homicides that leave families devastated and communities living in fear. By providing financial resources specifically for these cases, we can enhance investigative efforts, bring perpetrators to justice, and provide closure to victims’ families. This policy is a testament to our commitment to justice and public safety, ensuring that every murder is thoroughly investigated and every victim’s family has the opportunity for resolution.

Moreover, the grants will incentivize law enforcement agencies to prioritize unsolved cases and allocate the necessary resources to ensure these cases are solved efficiently. This approach also fosters community trust in law enforcement, demonstrating a commitment to solving crimes and holding perpetrators accountable.

Key Points:

  • Appropriate $650 million annually for Federal criminal justice grants for unsolved murders.
  • Provide up to $100,000 per grant to support homicide investigations.
  • Use funds for forensic services, expert consultations, information rewards, or witness relocation.
  • Enhance investigative efforts and bring perpetrators of unsolved murders to justice.
  • Support victims’ families and restore community trust in the justice system.
  • Incentivize law enforcement agencies to prioritize unsolved cases and allocate necessary resources.
  • Foster community trust by demonstrating a commitment to solving crimes and ensuring justice.

Supervised Release for High-Risk Defendants

To ensure the safety of our communities, Save Urban America PAC proposes that any criminal defendant accused of a sexual offense, violent felony, or misdemeanor against a child or woman be released under the supervision secured by private surety bail. This policy ensures that high-risk individuals are closely monitored while awaiting trial, reducing the likelihood of reoffending and enhancing public safety.

The traditional bail system often fails to account for the potential danger posed by certain defendants. By requiring supervised release, we prioritize the protection of victims and the community. This approach also ensures that defendants comply with court orders and appear for hearings. Supervised release under private surety bail is a balanced solution that upholds the rights of the accused while addressing the legitimate concerns of public safety.

This policy also includes regular check-ins and monitoring, ensuring defendants do not threaten the community. The involvement of private surety bail agencies ensures accountability and professional oversight, further enhancing the effectiveness of this approach. It reflects a commitment to justice, safety, and the well-being of our communities.

Key Points:

  • Require supervised release for high-risk defendants accused of sexual offenses, violent felonies, or misdemeanors against children or women.
  • Secure supervision through private surety bail to ensure compliance with court orders.
  • Reduce the likelihood of reoffending and enhance public safety.
  • Prioritize the protection of victims and the community.
  • Balance the rights of the accused with the need for public safety and justice.
  • Implement regular check-ins and monitoring to ensure community safety.
  • Utilize private surety bail agencies for accountability and professional oversight.

Restoring Gun Rights for Nonviolent Felony Offenders

Restoring gun rights for nonviolent felony offenders after they have completed their sentences and maintained a clean record for ten years aligns with the conservative belief in second chances and the Second Amendment. Save Urban America PAC supports this policy as it recognizes the potential for rehabilitation and reintegration into society. Nonviolent offenders who have demonstrated their commitment to a law-abiding life deserve the opportunity to exercise their constitutional right to bear arms for hunting and home protection.

This policy promotes personal responsibility, public safety, and the fundamental American value of redemption. It also encourages former offenders to continue their reformation path, knowing their rights can be restored. By balancing the right to bear arms with public safety considerations, we affirm our commitment to constitutional freedoms and a secure society.

Moreover, this policy includes thorough background checks and evaluations to ensure that only those who have genuinely reformed regain their gun rights. This ensures that public safety is not compromised while upholding the principles of justice and personal responsibility. By providing a clear pathway to restoring their rights, we incentivize good behavior and support the reintegration of nonviolent offenders into productive society.

Key Points:

  • Restore hunting and home protection gun rights for nonviolent felony offenders after ten years of no criminal convictions.
  • Recognize the potential for rehabilitation and reintegration into society.
  • Promote personal responsibility and public safety.
  • Uphold the Second Amendment rights of law-abiding citizens.
  • Encourage former offenders to maintain a law-abiding lifestyle through the restoration of their rights.
  • Conduct thorough background checks and evaluations to ensure public safety.
  • Provide a clear pathway for nonviolent offenders to regain their constitutional rights.
